Licensing Confirmed
SB 18 (Money Transmission and Virtual Currency Modernization Act) replaces the money transmission statute with one that expressly covers virtual currency (licensing, net worth, bonds, disclosures, refunds, NMLS coordination); signed by Gov. Matt Meyer (state release dated July 7, 2026; law-firm reports say July 6). Companion SB 16 (Banking Modernization Act of 2026) recognizes digital assets and lets state-chartered banks hold them in a fiduciary capacity, and SB 19 (Delaware Payment Stablecoins Act) creates a state stablecoin issuer licensing regime aligned with the GENIUS Act. Several provisions need implementing regulations. Details of SB 16/18/19 come from the Governor's release and law-firm summaries; bill text not opened.

Crypto kiosks (ATMs) Confirmed
No kiosk law enacted. HB 441 (153rd GA; sponsors Rep. Romer, Sen. The sponsor said she would reintroduce it. Whether the new SB 18 contains kiosk-specific rules was not verified.
