Licensing Unclear
Michigan regulates money transmitters under the Money Transmission Services Act (MCL 487.1001 et seq.). We found no Michigan statute or DIFS guidance explicitly extending it to virtual currency; a Nov 2019 DIFS Consumer Counselor says only that regulators were evaluating approaches and that exchangers should register federally as money services businesses. Per CSBS (Aug 2026), Michigan has not enacted the Money Transmission Modernization Act (HB 5544 and SB 835 introduced in 2026). HB 5470 (2026) would subject virtual currency kiosks to money transmitter licensing.
