Task force or study body None found
No digital assets, blockchain or crypto task force, commission or study committee found. We searched: Searched for Missouri blockchain/cryptocurrency/digital asset task forces, working groups and commissions (Treasurer, Secretary of State, Department of Commerce and Insurance, legislature). Found none. HB 2080's committee summary creates a Treasurer-run fund and biennial report but no task force.
A Freeman Law summary of Missouri crypto law (undated, partly pre-2023) also lists no task force.
Bitcoin or digital asset reserve law Reported
HB 2080 (2026, Rep. Ben Keathley) would create a Cryptocurrency Strategic Reserve Fund with the State Treasurer as custodian, mainly funded by donations (bitcoin, solana, ethereum, XRP, USDC in the committee version), allow Treasurer purchases with state funds, and let agencies accept USDC. It received a House committee do-pass on March 12, 2026 (6-2) per a bill tracker, which marks it failed (no passage recorded). Predecessor HB 1217 (2025) died in committee. We did not confirm via the legislature's own page.

Licensing Confirmed
Missouri's Money Transmission Modernization Act (SB 1359, effective Aug 28, 2024 per CSBS; RSMo 361.900 et seq. per the Division of Finance) governs money transmitters. The Division of Finance treats operators of virtual currency kiosks as money transmitters that must be licensed through NMLS. We did not confirm whether non-kiosk crypto businesses are covered.

Crypto kiosks (ATMs) Reported
Per the Division of Finance, kiosk operators must be licensed as money transmitters as of Aug 28, 2025. The 2025 'Virtual Currency Kiosk Consumer Protection Act' (HB 1428) as summarized by the House would require risk disclosures, receipts, live support, anti-fraud and blockchain analytics policies, compliance officers, quarterly location reports and licensing within 60 days. The enacting vehicle is not confirmed: BitcoinLaws.io lists SB 98 (signed Jul 11, 2025) and HB 754 (Jul 10, 2025) as enacted bills tagged for kiosks and money transmitter licensing, but we did not read their text. Transaction limits and refund terms were not confirmed.
